A wallet holder account lets you claim or receive credentials, present them from your wallet, and check credentials others show you. It does not let you issue credentials or act for an organisation.
What happens next. You create an account with your email at our identity provider. After that you land in your wallet. Issuing is a separate organisation path — use issuer registration if that is what you need.
